Small Business Development
The Department of Development works to support Ohio's businesses, large and small, as they maneuver in the global economy. In 2021, $1.5 billion in contracts was awarded to help business owners.
Development works to support Ohio communities in improving and maintaining their downtowns, infrastructure and community-focused resources. We help schools with energy projects. We revitalized hazardous and abandoned sites to bring forth new development in communities. We help address homelessness and affordable housing challenges across the state. In 2021, over 200,000 households were helped through energy assistance programs which help low-income Ohioans pay their energy bills.
We support the growth and sustainability of small, minority, and disadvantaged businesses in Ohio. The Minority Business Development Division helps businesses gain access to government contracts by becoming state-certified. More than 3,400 minority-, women-, and veteran-owned businesses and other disadvantage businesses are certified in Ohio.

Governor's Office of Appalachia
In fiscal year 2021, the state of Ohio, supported by the Appalachian Regional Commission (ARC), invested $23 million in Ohio’s Appalachian region through the Governor’s Office of Appalachia. Grants support local governments, community organizations, and nonprofits across the 32-county region to improve infrastructure, support job creation, and provide workforce training.
