Job Creation Tax Credit Program Servicing

Purpose

Economic development and the creation of jobs are assisted through this tax credit. This credit can be used to help bring a company to Ohio who may be considering doing business elsewhere. The Job Creation Tax Credit program helps Ohio have a more competitive business climate creating jobs and supporting communities.

Program

Provides a refundable tax credit against a taxpayer's Commercial Activity Tax, insurance premium tax, Ohio corporate franchise tax or an individual's Ohio personal income tax obligations. The tax credit is based on the state income tax withheld by the taxpayer for new jobs created as result of new business investment in Ohio. The credit is given annually for the term of the credit.

For Whom

Businesses creating at least 10 new jobs (within three years) with minimum annual payroll of $660,00 that pay at least 150 percent of federal minimum wage.

The Ohio Development Services Agency is responsible for: post-approval project/agreement servicing, drafting tax credit agreements and amendments, upholding the terms and conditions of the tax credit agreement, reviewing annual jobs reports, issuing tax credits and providing technical support to companies with existing tax credits.

How Much

The tax credit is measured as a percentage of the state income tax withholdings for all new employees hired under the program. The credit is performance based, so new payroll must be created to receive a tax credit.
