Percentage of Income Payment Plan Plus (PIPP)


To help low-income Ohioans manage their energy costs and avoid disconnection.


The Percentage of Income Payment Plan Plus (PIPP Plus) allows participants to pay a percentage of their income toward their utility bills, instead of the total amount of current charges.

For Whom

Individuals who are at or below 150 percent of the Federal Poverty Guidelines. Eligibility is also impacted by the number of people living in the home. Participants must be customers of AEP, Dayton Power & Light, Duke Energy or FirstEnergy. PIPP Plus is not available to customers of rural electric co-ops, municipal utilities or users of delivered fuels.
