The Home Energy Assistance Program provides a one-time benefit to help pay for home energy costs. The benefit is applied to a customer's energy bill.
Home owners or renters who are at or below 175 percent of the Federal Poverty Guidelines. The number of people living in the home impacts the income eligibility level (see chart here).

A base payment for the central part of the state is established annually. "Warm" counties (to the South) receive 6 percent less than the base amount; "Cold" counties (to the North) receive 6 percent more than the base payment.
