Communities with opportunities for commercial development are faced with decisions about the cost of improved or modernized stormwater infrastructure. To encourage the use of alternative (or "green") stormwater management, funds are used to provide below-market loans so that communities and companies can engage in industry best-practices at a reasonable cost that is not obstructive to development.
The program provides low-interest loans for the design and construction of alternative stormwater infrastructure projects (or "green" infrastructure). The program offers funding for local governments, or local government project sponsors, to utilize.
Loans are made to communities. However, developers are encouraged to partner with communities to leverage the funding.

Maximum loan amount is typically up to $5 million, but this is negotiable by project.
