CASTLO Industrial Park

In 2010 the CASTLO Industrial Park, located in the city of Struthers, was selected as a third funding round awardee and received an Ohio Job Ready Site grant in the amount of $3,491,000. The CASTLO Community Improvement Corporation (CASTLO CIC) completed improvements to the site to meet the certification requirements of the Manufacturing category of the Ohio Job Ready Site program.

The city of Struthers is located in northeast Ohio between the cities of Youngstown, Campbell and Lowellville. Once part of the booming steel industry for most of the 1900s, Struthers along with other communities in the Youngstown region have utilized the existing industrial infrastructure and workforce to attract new industries after the decline of the steel industry in the 1970s. With more than 10,000 residents, Struthers remains a small town with easy access to the big city. The community is served by Interstates 680, 80 (Ohio Turnpike) and 76 as well as Ohio Route 11, which connects Lake Erie to the Ohio River. The Youngstown-Warren Regional Airport is nearby with the Cleveland Hopkins International Airport and Pittsburgh International Airport approximately an hour away.

The 66.7-acre CASTLO Industrial Park is near Struthers’s downtown and approximately five miles southeast of the city of Youngstown’s downtown. The site is located along the Mahoning River, and the CASTLO CIC has been an active member in the Mahoning River Corridor Initiative to redevelop former industrial sites in nine communities along the Mahoning River in Mahoning and Trumbull counties.

The site is accessible via Bridge Street and is approximately three miles from Interstate 680. The site is served by the Mahoning Valley Railway Company, a subsidiary of Genesee and Wyoming Railroad, and has a direct connection to both the CSXT Transportation and the Norfolk and Southern railroad systems in the Youngstown area. The site’s location and transportation access allows its future employers to draw a workforce from across the region.

Prior to the Job Ready Site award, redevelopment challenges to the CASTLO Industrial Park included the need to extend road and utility infrastructure into the industrial park, demolish existing buildings, upgrade existing rail lines on the property and grade the site for development. The CASTLO Industrial Park, the former site of a Youngstown Sheet and Tube manufacturing facility, required environmental remediation to cleanup the site to commercial and industrial standards. Grant funding from the Ohio Job Ready Site allowed the CASTLO CIC to make significant improvements to the 66.7-acre CASTLO Industrial Park, which now is optimal for manufacturing operations.

Improvements were made to the utilities and road to allow commercial and industrial development on the site. Additional work completed on the site included completing environmental remediation, upgrading rail lines, mitigating on-site wetlands and grading the site for redevelopment. The grant allowed the CASTLO CIC to make significant improvements to an existing building for a business to expand to the site. All utility lines are available and accessible at the site. The site is zoned for industrial use and owned by the CASTLO CIC. The improvements made to the site ensure businesses that the City of Struthers, CASTLO CIC, and CASTLO Industrial Park are ready to accommodate their next industrial and manufacturing project.
