The Clean Ohio Assistance Fund (COAF) program has leveraged $20.00 of investment per grant dollar through the assessment and redevelopment of more than 225 former commercial and industrial properties. The program provides grants to assess environmental concerns and remove environmental obstacles and blight, addressing more than 4,500 acres of brownfield property to date.

Eligible applicants include a local municipality, township, county, port authority, or conservancy district. Also, applicants must be located within a Priority Investment Area to be considered for funding. For the current Priority Investment Area map click here.

Two types of grants are available:

  • Phase II Environmental Assessment: Projects with a completed Voluntary Action Program compliant Phase I assessment may receive up to $200,000 to conduct Phase II assessment activities.
  • Brownfield Cleanup: Projects with a committed end user ready to develop may receive up to $3,000,000 for demolition and cleanup activities with limited assistance for property acqusition and infrastructure improvements. Cleanup applications are required to provide 25 percent of total projects as matching funds. Environmental assessment activities must be complete, remedy planned, and costs known at time of application.
