As part of the American Recovery and Reinvestment Act (ARRA) of 2009, Congress allocated $2 billion to the Neighborhood Stabilization Program (NSP) 2.  The NSP 2 funds will be awarded competitively to eligible local governments, states and nonprofit organizations.  The application submission deadline is July 17, 2009.  The Ohio Department of Development's Office of Housing and Community Partnerships will submit an NSP 2 application on behalf of the State of Ohio.
