As the Ohio state agency responsible for administering HUD-awarded funds, the Office of Community Development (OCD) administers the Ohio Homelessness Prevention and Rapid Re-Housing Program (HPRP). In 2012, the HPRP will be replaced by a new grant program for homelessness prevention and rapid rehousing activities in the state.
Activities covered by HPRP will be funded through HUD’s Emergency Solutions Grant (ESG) and the Ohio Housing Trust Fund (OHTF), which OCD will administer through its Homelessness Crisis Response Program (HCRP). In an effort to avoid temporary shutdown of these programs at the local level, OCD will oversee the Housing Stability Program (HSP) to fill the funding gap for critical homelessness prevention and rapid rehousing activities, until said HPRP activities are covered under ESG in program year 2012, which begins January 1, 2013.
OCD has appointed one eligible Housing Stability Program applicant per service area (see "Information" section below - Ohio Housing Stability Program Service Areas). Funds are available as of April 1 for state grants and April 4 for federal grants.
