The Local Development Districts (LDDs)
The Governor’s Office of Appalachia works with the four local development districts (LDDs) in Ohio to administer many of the Appalachian Regional Commission and state funds. Using a “bottom up” approach, the Governor’s Office of Appalachia coordinates projects with the four local development districts to determine which projects are priorities for their regions. Each of the local development districts are encouraged by the Governor’s Office of Appalachia to give priority attention to developing projects that benefit distressed counties.

To ensure that funds are used effectively and efficiently, and to strengthen local participation, the Appalachian Regional Commission works with the Appalachian states to support a network of multicounty planning and development organizations, or local development districts, throughout the Region. The 73 local development districts cover all 420 counties in Appalachia.

Ohio has four local development districts that cover its 32 Appalachian Counties. They are:
  • Ohio Valley Regional Development Commission
  • Buckeye Hills–Hocking Valley Regional Development District
  • Ohio Mid-Eastern Governments Association
  • Eastgate Regional Council of Governments
The local development districts’ most important role is to identify priority needs of their local communities. Based on these needs, the local development districts work with their board members and other local citizens to develop plans for their communities' economic development, to target and meet the most pressing needs, and to build community unity and leadership.
